when i connect my usb cord to the pc to transfer a file nothing happens why?

the usb settings doesn't appear when i connect my anrdroid using my usb cord to the pc

Welcome to Android Central! Which phone? Have you tried a different USB cable? Cables can fail. Or try using a different USB port on the computer.

Does the phone even charge when you plug it in with that cable?
