    Is there any way to store information on an android phone without having that information go through the cloud

    Hello. It probably depends on the data. There are several note taking apps that don't need to be synced. I store my pictures videos and transfer music on my pc via usb cable.
    If you open accounts Google there are several areas you can uncheck from syncing. You can close/disable several Google services like Google+, Music, books etc.
    Brands like Samsung have services you can disable.
    You can store or merge Contacts to Device storage instead of Google or other Contact options.
