Why do I get the error message unable to perform during call when No call in progress?

[AC Question]

error message "unable to perform during call" when No call in progress.

does anyone have any knowledge about this issue?

after not actively using my device, then attemptimg a photo or music
evokes the error message " Cannot Perform During Call""
effectively freezing my Device( galaxy S4).
untill ive restarted my device.
my Phone has been in for "Repair"
numerous times to no avail.
Samsung themselves are no help either.
they offer no useful insight into the issue.
only offering to book it in for repair again.
absolutely exasperating!

if anyone has knowledge to share, i would be forever grateful
