When we recorded on the Voice Recorder app, we were set to record to phone. Can we move the files to the sd card?

    Welcome to Android Central!

You should be able to change it to record to SD Card. I would then make a recording so that it created the folder for the storage. You can then use a file manager app like ES File Explorer to move the files to the new folder.

Shouldn't be an issue transferring the file. Depending on the file type though, it may or may not be playable depending on the playback app you are using.

It depends on how the app was written. First, not all of the app gets moved, only little pieces get moved (and the links left in internal storage can be larger than the piece moved, resulting in LESS internal storage after the move). Second, not all apps can be moved. If the developer knows his app is going to cause problems running from the SD card, he won't allow it.
