Hello. I'm sure you know the answer but if you think the phone has not been reset/wiped, for example if you gave it to a charity or a person you know who has not used it yet, and you did not reset it yourself, then put a message on the screen that you want your photos back first with Android Device Manager - Lock via your Google account:
www.google.com/android/devicemanager

That is if you cannot contact the holder by conventional means.

(Corrected: Android 'Device' Manager, not Android Central Manager - lol)
