my phone doesn't ring after I have it on silent

When I use the volume control to lower the ringer, once I turn it back up to full volume, it doesn't ring when a call is coming in.

Which phone? Some phones have a quiet mode that turns off sound during times you set. Make sure this is off if you have this feature

Try to go into the settings and see there - maybe there is muted

I believe you have enabled a silent mode for calls. Go into system settings - sounds. Make sure that the sounds are set accordingly.
