You need to use the SIM provided by the carrier for which you are going to be using it with. Have you contacted any of the carriers in Europe to see if you can obtain a new SIM card?

Assuming the phone isn't SIM-locked, if you activate it with a Europen SIM it's going to be region-locked to Europe. If you activate it with a UAE SIM, it won't be region locked and you can use it in Europe, the UAE, North America, anywhere there's a carrier using the frequencies the phone can handle. (If it's SIM-locked, you can only use it with a SIM from the carrier you buy it from.)
