If I back up the contents of my phone to my PC, can I remove apps from the phone and restore them later

If you're rooted and have the right apps for it, like Titanium Backup, yes. But if you don't root, then nope. The backup is a FULL backup, which means the restore will bring your phone exactly to that state, not just individual apps. But if your apps support cloud saves, you can just uninstall them and re-install later.
