How do I inhibit my Android device from downloading updates whenever I turn it on?

Whenever I turn on any of my Android devices and the device is on line it is very slow for a period of time from a few minutes to as much as 15 minutes. I can see that the device is downloading, don't know what but assume it is emails and updates. Is there some way to inhibit the downloading of updates or at least controlling the frequency of downloads. It is very frustrating to have to wait a long time before the device is really available for use.

Play. Menu. The default is to allow updates while on wifi. Change it to never. Manually update an app if it's not doing what you need. (Some updates actually make the app less useful.)
