How is it that without unlocking my phone I am able to go into my apps on my Nextbook tablet?

on my home screen if I swipe away the clock the smart lock lets me swipe it twice without even unlocking the phone I go to my apps in the screen starts flickering but you can't press anything what is going on

Welcome to Android Central! Sorry, but can you clarify that question? Are you saying that when the tablet is on Smart Lock and you wake the device, you can swipe to get to the homescreen (instead of entering your PIN), but then the screen starts flickering? Is the screen actually turning off and on rapidly, or do the images just look like they're fluttering? Does this persist after reboot, or if you turn off Smart Lock?
