    Typically, no.

    You should be able to go to your phone's settings and then about (or if they have a specific section called System Updates) and it can check for OTA (Over The Air) updates there - It will tell you if your phone's up to date or if there's an update available to download, then you can proceed to download or wait until you're on WiFi.

    Edit: I searched Google a bit and did find this method on WikiHow, but only some people have reported success. There's no indication as to which phone and/or provider it works/is supposed to work for though:
