Phone doesn't vibrate when set to VIBRATE only mode,why?

Phone doesn't vibrate when set to VIBRATE only mode

So, there are times when I need to have the phone set to Vibrate only mode. When I do this, the phone doesn't vibrate at all and I miss phone calls and text messages. Any advice? Thanks!

Welcome to Android Central! Which phone? Does it ever vibrate, like when you first power it on? Vibration motors can fail.
