I have several phones Samsung Galaxy 2, 3, 4, 5, S5, S6, LG G4 and a couple of HTC and Motorola phones.
All of them have the most update-to-date Google Maps.(dated November 10, 2015, which was yesterday)
However, I still can't seem to find this "new" Google Maps offline feature. All of they still can download the "old" offline maps, which is a map for viewing only. Searching and navigating to places can't be donw.
I read somewhere that the "new" offline feature is being rolled out to Android users. How do they determine which users get it first? I have 9 phones and none of them have it yet. (each one is logged in with a different Gmail acct)
