Connectivity problem while on WiFi and not in range

My issue is that when my wifi is set to on and I'm not in a wifi area, most of the time I can barely connect to the Internet. Emails stay queued, news sites won't refresh, etc. I see the "4G" icon meaning that I should be at least at that speed, but I'm clearly not. I don't know what the issue is with Samsung on this. Anyone else run into it?

Welcome to the forums. Go into Settings>Wifi>click menu>advanced. Do you see an option to have wifi always on? Turn that off and see if it helps.

I don't see an option there for "always on." I see "wifi notifications" that I can check, and I see an "always allow scanning" and "keep wifi on during sleep." Is it one of those?

I also see a "smart network switch" that's supposed to switch between data and wifi to maintain a stable Internet connection. That might be worth a shot.

If it's a Galaxy, I remember there being an issue with smart switch.

I've tried it with and without smart switch on. Neither improves my ability to connect when out of range of WiFi but with it turned on in my phone.
