I rooted my phone and deleted some files, how can I get them back?

I rooted my phone

I subsequently deleted some essential files, then wiped the phone and is now unable to run setup wizard or connect the phone to my p.c. is there anything i can do to restore the phone or is it no longer workable?

It depends on the phone. If you can get it to download mode, you can flash the ROM and start over. If not, look on eBay for a JTAG service.
