need help with Galaxy J5 lock screen

Hello, I have Galaxy J5 phone, but I have a problem with lock screen and security. It won't open and it says that Program settings has been suspended . How can I fix it, so I can get lock screen options? I have lollipop program. The lock screen stopped when I instaled from google shop galaxy lock screen effects. Hi, are you locked out of your device or can you access the phone? have you tried using Android Device Manager to gain access to the phone?
