Welcome to Android Central! Which phone? Are those contacts saved to your Google account (which syncs automatically to the cloud)? If so, you can easily access them by going to contacts.google.com on your computer browser, and they will sync automatically with any phone you get when you log into it with your Google account. If those contacts were saved to the local Phone account, then it'll be difficult, because those contacts are only saved locally in an SQLite database in a restricted system directory, and they don't sync automatically anywhere. This is why saving your contacts to your Google account is a good idea.
