    I have gone to my settings, and my applications, but I do not see where Picasa is an application that I have downloaded onto my phone.

    Welcome to Android Central! Do you want to keep those photos saved in your Google Photos account, but delete the locally saved copies? If so, install the Google Photos app, open it, tap Menu>Settings>Free Up Device Storage. This will delete locally saved copies of photos and videos that are already in your Google Photos in the cloud.

    Keep in mind that if a photo is in your Google Photos in the cloud, but not locally saved on the phone, it will still display in your stock Gallery app as a Picasa photo (Picasa is the old term for what became Google Photos, and is typically used in the stock Gallery to refer to your Google Photos in the cloud). When the Gallery shows cloud photos, they're not actually saved locally to the phone (except or a small thumbnail)--you'd have to physically download the photo to the phone.
