At the set page when I goto accessibilities in my talkback my settings tab is blackout

I have my talkback disabled, but she still talks to me, why is that?

What phone do you have? When do you get the voice feedback? Check your text-to-speech options and disable them.

all those are disabled, she chimes in when I change pages and when I enter my email and password.
