AT&T should be able to unlock it as long as all the requirements are completed (no outstanding balance, etc).
I would call the main support line, the local stores are less than helpful in these matters. If you keep calling about it, eventually you'll get someone that can work with you, or at least explain in more detail than "it's locked to us forever".
The other options would be the unlocker places found all over the internet, most are reputable, but you can well run into the same issue, where after a few days, they return your funds and state it can't be unlocked.
