I have a Samsung galaxy exhibit that has no service, the sim card was deactivated when I got my new phone. What I need help with is my wifi calling, ever since the deactivation, it has stopped working even when I set wifi calling to wifi only, I would assume it is specific problem with the provider witch was Metro PCS because people on the web have said that wifi calling will still work on a deactivated phone. Would removing the sim card allow wifi calling to work?

You still need the phone activated on the carrier's network if you want to use the carrier's own wi-fi calling service. For a phone that isn't activated on a carrier, you can use Hangouts Dialer or Skype to make VOIP calls.
