Why is my phone keep saying com.google.process. gapps over and over???

I factory reset my phone and I keep getting this popip saying com.Google.process.gapps has stopped working. After that, I can't even get past the setup! I get an error saying something about can't establish a reliable connection. Please help! If I want stuck in the setup it would be easier.

Wipe Google play store app data via app manager. You may need to sign out of Google account then sign back into it. Wiping system cache wouldn't hurt either.

This would be easy if I wasnt stuck in setup. I get to this error saying I need to establish to a reliable connection or something...
It says it might be temporary or my phone might not connect to data services. Idk, but I can't get past it.
