Welcome to the forums. Yes, you can. The 'no service' message refers to your mobile connection, but you can still use your phone as a WiFi device. Just be aware that when mobile connection is weak or nonexistent your battery will drain very quickly if you don't switch that radio off. When I'm in such areas I switch aeroplane mode on and then switch WiFi on when available.
