Unauthorized Factory Reset?

I am the original owner of my Samsung Galaxy A8. After original setup i encrypted all of my data on my phone. Because I am paranoid about my data being stolen if I were to loose my phone, I downloaded an app that will conduct a factory reset. Unfortunately the app prematurely factory reset my phone.

Now I'm trying to set up my phone again.

1. I get a "Welcome" screen with language options. I select "English."

2. I get a "Wi-Fi" screen. I select my my wifi.

3. I get this message. "Unable to sign in to Wi-Fi AP. An unauthorized factory reset has been performed on this device. The sign-in screen cannot be accessed."

What do i do to fix this? This is a brand new phone and I am the original owner.

Welcome to Android Central! Can you try a different wi-fi network? Perhaps at your local library or cafe?

Welcome to Android Central! You're responding to a 4 year old thread, and I'm assuming you don't have the exact same device and circumstances as the OP of this thread. So it'd be helpful if you gave more details about your situation, even if they're similar.
