PapaGary gave you is one of the BEST answers you can get.
Start your phone in Safe mode and see if any apps are causing your issue. If you're unwilling to even do this troubleshooting step, then how is anyone going to help you? Beyond that, most public wifi connections still require a sign in of some sort, or a registration... even on your own carrier's hotspot.
Can you post a screenshot of the warning message you're seeing?
