Changing phone settings automatically using QRCode

I want to build an android application where the user will be able to automatically change his phone settings(e.g. silent mode) just by scanning the QR Code. Now my question is how can i generate such QR Code which consists of this setting and how to implement it in source android code. I mean how to get access to the phone settings using the code. Any library or what? It would be helpful if you just give me some guidelines / references.

There are apps to generate QR codes - look in Play. How to implement it? A lookup from a database or a table local to the app.
