What is the purpose of game optimizing services

Trying to reduce battery drain and this is in my list of apps. Cann it be force stopped without causing a problem.

Reducing battery drain is what that service does. There is no need to stop it.
Unless it hampers gaming performance, as was discovered with the initial LG V20 reviews. A lot of early reviews slammed it for gaming performance, but later found out the game battery saver is on by default. Disabling it does wonders on that phone, but you do obviously lose some battery life.

Do you need to disable the service or just exclude the game from the service processing?

I can only speak to the V20, but that one is all or nothing. There's no whitelist to exclude certain games. Then again, the battery life on that phone is pretty good even without that function turned on.
