First few seconds of ringtone are quieter?

When my Samsung galaxy note 4 rings the first few seconds of any ringtone I use are at a greatly reduced volume.

Is there any way I can get it to be full volume from the start? I tried turning vibrate off but it didn't help.

It's not a gradual ramping such as the option you can set, just a couple of seconds and I can't find a setting for it anywhere.

A lot of ROMs have a ramp up setting these days should be in sound settings somewhere.

This is preconfigured by default in many mobile devices, that the ringtones volume is gradually increased.
