Music Syncing: PC with Android - MediaMonkey or...?

I'm about to switch from iOS to Android and I'm looking for the best way to manage my music. Background:

I've been an iPod/iPhone/iTunes for a long time, since the original iPod. I have so much music in my collection that I depend on the iTunes Smart Playlist feature that talks to the iPhone when syncing to update last-played timestamps, and ratings, etc, to live-update the playlists on the fly to remove from the device music that has been played since the last sync and replace it with music that has NOT been played in "a while", while keeping highly-rated (by me) or music in other playlists on the device always. With nested playlists, to boot.

I need to replicate this functionality with Android. Desktop is Windows 10. Due to why I am switching devices, ditching iTunes is also planned, so I don't need anything that talks to iTunes.

Is this something that MediaMonkey can do? Or is there something else I should be looking at?
