    Am I limited as to what data can be browsed on the phones internal storage when mounted to my PC? Would a rooted phone allow me browse more into the Android OS and files when mounted as a storage device on my PC?

    Yup, pretty much that's what root does. When your phone doesn't have root access, system files and OS-hidden files aren't available to browse or modify. Root allows this, but it comes, of course, with the risk of potentially bricking your device should you delete/modify something you shouldn't have.
