A couple of times recently I have gotten a strange notification--and both times, when I was in the same physical location.

The notification says it came from "nearby."

Checking my notification log showed it came from Google Play Services.

And some more web searching indicated the ad came over Bluetooth, from a product by Asirvia. You'll notice the logo on the web page matches the one in the notification.

This is like a Nobel Prize for Annoyance candidate. I can't figure out how to disable these ads without turning off Bluetooth or location services, both of which have legit uses. Any ideas?

It's called proximity marketing, and it depends on your Bluetooth being discoverable, so disable Bluetooth discoverability unless you want something to connect to the phone.
