Not all contacts load off vcard

My mom got an lg k8 v to replace her old iphone , when she asked if the company could transfer her contacts over, they did so and it looked like it worked. When she got home she realised that she was missing some random contacts. I got a vcard off of icloud and imported it to the phone and the same thing happened. I don't think its a problem with the vcard since the company took one directly from her phone, and it shares the same problem with the one from icloud. Also there are around 1400 contacts

Can the iCloud account export a .csv file? That will work on Google Contacts, and it will sync to the phone.
