Can "multi users" be used on samsung galaxy with custom rom/kernel?

I tried enabling multi users on my J7 by adding these 3 text lines (last 3 lines) to my build.prop, on boot up my android updated but I can't find Users tab in my settings... I read somewhere that multi users do not work with some roms, is that right? If so, is there any other way to enable multi users on android 7.0 with custom rom/kernel?

I'm using J7 with this kernel.

That would be a question for whoever developed the ROM or kernel. Once you venture into the realm of replacing the software, your support for software features moves to whomever released that software, the general community won't be able to help.
