That depends entirely on you. What do you need, what do you prefer, etc. Everyone sets up a phone differently.

Don't put a SIM into it. Keep mobile data off. That's it.
I suspect the issue is that the phone won't let the user get past the carrier activation screen unless a SIM is inserted and activation is carried out. It's hard to believe that phone manufacturers or carriers still do that in 2018, but the bottom line is king ...
With an Alcatel? I doubt it. I'm betting on user error.
