Different devices? Nope. That's going to be a restriction at the request of the content owners. While you may think you "own" the content, you only have a license to view it and that license extends only to you. While you may have noble reasons for your request, others don't and will use the ability to "transport" the content from one device to another to then share it indiscriminately on torrents and such.

Even if I use the play movies app It won't let me play those movies that I downloaded

When the movie is downloaded, there is likely an encryption key cached on the device used to download them, that key won't be present on the second device.

Not even from internal storage? They probably will never play from an external SD card.

Sure, if the movie is cached to internal storage on a device it should play without issue - on that device.
