Welcome to Android Central! Does the plan have a tethering limit per month? Unlimited plans typically don't give you unlimited tethering -- the unlimited part refers to how much data you can use on the primary phone.

EDIT: According to the fine print, you get 10 GB of high speed tethering per month, and if you exceed that amount, it slows to a crawl (128 Kbps): https://www.att.com/prepaid/plans.html

I been using the same plan for many many months and NEVER HAD A PROBLEM with it slowing or not working. So that cannot be why...I was using multiple devices and used well over the limit 100GBs and more.. and never slowed

Interesting. Have you asked AT&T about this?
