1:1 backup to replace phone with same model

Camera on my phone went bust so I got a same-model same-make replacement.
Is it possible to make a 100% copy of the old phone and install that on the new phone? LineageOS has that nice system image option that does exactly that, but this phone is on stock Android.
Preferably the solution would not require rooting. Google backup is not an alternative due to the limited functionality. I have been looking at Titanium Backup, but even that does not seem to cover everything

Install TWRP and make a data backup, (make a backup on the new phone with TWRP, so you have the right folder structure), copy the backup file to the new phone, to the same folder that TWRP put its backup, and restore from the copied backup.

(Wouldn't it have been cheaper to have the camera module replaced in the old phone?)
