Looks like from a app,clearner or battery monitor you downloaded

I was hoping someone has already seen this particular image and had the same issue to tell me where it came from and how to get rid of it. I have went through everything I can think of on my phone uninstalling apps, blocking notifications etc and I still have not been able to figure out what is causing it. I uninstalled an app called Duo Security that was required to view my work email on my phone and that sill didn't get rid of it.

Does it still appear when the device is running in safe mode? Have you installed any other apps or app updates recently? Those kinds of things can piggy-back on other apps.
