    My sister is coming to Mexico with a Samsung 9. She wants to take pictures but doesn't want phone service and roaming charges.

    Is removing the SIM card the best way to disable the phone but keep WiFi and Camera functioning?

    The best thing could be switching aeroplane mode on and then switch WiFi on when needed.

    Yep, I agree with Javier P, although removing the SIM is another option. The main risk there would be misplacing the card, since they're so dang small.

    I'd just pull the sim and turn Wi-Fi calling off.
