two months ago I moved to Finland but I decided to keep my Italian SIM card cause my plan include 4 gb of mobile data abroad. after a few days I noticed that my phone is consuming way more datas then usual, even though I Don't use any social app or download anything . is this normal??

It shouldn't be. Roaming just means that you're using a carrier that yours has a roaming agreement with. You can roam on that Finnish carrier and Finns can roam on your old Italian carrier. What you download is what you download. (The new carrier may use "data rounding" - what you use gets counted in whole KB or whole MB, rounded up.)
