Seeking Android Optimization Tips

I recall such options as being able to restrict the number of apps allowed, but could use more details into how that can be used well and more optimization tips in general.

I think it's just the forum software wigging out a bit. Do you mean you're seeing a completely new screen show up with these error messages right after creating your post?

Regarding your actual question, what do you mean by restricting the number of apps allowed? Do you mean how many apps can be installed, or how many can be allowed to be in RAM?

2. I don't remember exactly where I saw it but I assume it was talking about RAM or maybe it was talking about tabs?
 
There may be a Developer Option in your phone that allows you to change the Background Process Limit (you can activate Developer Options by going to Settings>About Phone and tapping Build Number 7 times). But it's unlikely that this will improve performance of the device (which is why it's a Developer Option, and not in the main settings). Otherwise, I'd stay away from any 3rd party app that purports to "optimize" anything -- those apps typically work by killing apps in the background, which can actually work at odds with how Android works, and paradoxically worsen performance and battery usage. In addition, those kinds of apps are often from shady developers who use the apps to plant all sorts of adware (not to mention the specter of harvesting your data and sending it to servers unknown).
 
Thanks! The problem is everything is super vague about the true nature of the options themselves.

For example, in the Inactive Apps menu, are apps list in the menu doing anything if listed as Active?
 
Yeah, I'd guess that Google isn't very forthcoming with detailed explanations to the lay public since they're intended for developers. There are probably more involved websites or training courses that discuss what each option is for, but you'd probably have to dive a little more deeply as a developer to access them.
