I'm using an Alcatel phone and I've been using F-droid and Aurora store for a while, which I think might be related to what happens, but uninstalling them didn't do anything.

Every time I install a new app (from play store) and open it I get a message asking for restricting background access to the app (which is normal) and then when I used to get another when asking to block notifications I get the picture below.

The buttons don't do anything and all I can do is restart the phone and then I can launch the app normally.

What have you installed from F-Droid and Aurora Store? It's always possible that something from those stores contains apps that aren't fully compatible with your phone (and therefore can lead to glitches) or, worse yet, have malware. I'd start by uninstalling anything you've installed from those stores.
