How "Full" of a Web Browsing Experience Does Android Provide?

Hello, I've never owned an Android device before and am debating between either an Android or full Windows 8 tablet.

One of the most important issues is how "full" of a web browsing experience does Android provide. Is there anything on websites that you do on your PC that you normally can't do on Android? If so, which sites and what functions?

Flash works better on PC.
Navigation of menus on some websites can be tricky. If you ever have to hover your mouse over a menu to get to the subcategories that doesn't always work properly on a tablet.
Javascript heavy sites usually work better on a PC.
If you need to do a lot of typing and editing it can get kind of annoying on mobile. Especially stuff like spreadsheets.
