Google offers an open source operating system for consumer devices in their Android Open Source Project, but this is just the base OS, with application framework and telephony/wireless ability. The applications that go on top of AOSP are not open source.

Anyone is free to download the code for AOSP and build it out, but there are certain requirements vendors must meet to get approval to use Google's applications.
