Google Play edition phones not getting Android 4.3 at the same time as the Nexus 10, 7, 4, and Galaxy Nexus.

Kind of to be expected, as they're still on different hardware, and not, actually, Nexus. (Nexuses? Nexii? What was the official plural?)

Of course, being Google Edition devices, the manufacturers would've likely had a timeframe to develop working firmware for the GPE edition phones once new code is released, considering the firmware installed on such devices aren't different from the official AOSP code from Google, aside from a few under-the-hood OEM software. Otherwise, it would be a bit of a disappointment.

I don't think anyone expected the updates to be the same day as the Nexus devices, otherwise what would be the point of the Nexus line. Timely updates for the GPE devices could mean 2 days later or 2 months later. When they were introduced Google said "Nexus like" updates so even if the GPE devices get it 2 months after the Nexus devices, it's still many months ahead of what they would get through their carrier.
