is net neutrality more about throttling internet speeds than blocking access to sites?

Your the only one that can answer that. More the question should be is "Can you do anything about it?" And "Does worrying about it have a point in the first place?"

Your paranoia is unreasonable and without cause. There was a time before the internet you will live without if you have to. To be honest it might be a good idea if you went without it by choice just to make sure you don't have any real problems with internet addiction. I am not trying to be funny at all it doesn't sound healthy.
