Cheapest phone running 4.4

I'm looking for a good cheap phone to play with that runs the latest version or if the community supports it with roms that's cool to. I'd like it to be under $100 and I'm on AT&T.

Under $100 on contract or off contract? If you mean under $100 off contract, I'd get something used. If you mean on contract, I'd get a G2 or Moto X.

I wouldn't go earlier than a Galaxy Nexus if you go the Nexus route. The Nexus S is still supported with CM and it's a fun toy, but it just doesn't have the hardware to run today's apps well.

How about this, okay it's 4.2.2, but its hard to find a decent spec phone at $100: Samsung Galaxy Light 4G LTE No-Contract Smartphone - T-Mobile Service at HSN.com

If you must have 4.4KitKat, there are no decent one for $100, except some Chinese brand. The Galaxy Nexus do not have official KitKat, but custom rom is available, that would be my recommendation. I don't recommend Galaxy S variants like Nexus S, they are too slow now.

If you can really stretch it, the Moto G is the ideal choice. Although some MNVO, mostly CDMA ones, offer them at $99.
