Considering that Windows Phone doesn't allow more than eight apps to be in the recents, nor more than 20 apps that can refresh in the background battery life will obviously be higher on the HTC One M8 for Windows than the much more functional Android variant.
Also hacking Android isn't child's play, the reason it gets targeted more often however is because of how popular it is, and how apps can escape the sandbox.
Windows Phone is essentially a crippled iOS with a different UI, maybe a few features here and there but a lot of the same limitations as iOS with none of the app support.
