    I have a public library that has free WIFI about six blocks away. Will I be able to connect to this WIFI with a mobile hotspot?
    I don't quite understand the proper use of a portable hotspot.

    You will most likely not be able to connect to their WiFi as it will be out of range.

    A mobile hotspot makes your phone create the wifi and uses your phones data connection (LTE) as the data source.
