    When the government sends out Amber alerts or so called Emergency alerts, how is it the phone receives these alerts; anyone know what the government is using to gain access to ones phone to do the alert ?

    No one is gaining access to your phone. It's similar to weather radios, where your phone detects the alert signal and then receives it to display to you.

    It's not about gaining access, I know someone who doesn't prefer it on.

    In either case, most phones allow you to turn off all but the presidential alerts. Some phones may allow them to be completely disabled (my Razer Phone 2 is like this), but that's the exception and not the rule.

    Go to your message app setting and look for emergency alert and can toggle them off

    On Pixel phones (and probably others as well), it's under Settings>Apps & Notifications>Emergency Alerts​.

    On my Huawei, I went to Settings, type "Emergency" in Search and had an option for "Emergency Notices". Then I got to pick from a variety of weather, amber alerts, government alerts, etc. I had already turned all of them off but I'm pretty sure in the mountains of southern Mexico we don't have notifications.

    This morning, they went off.
    A 3 hr drive north of me..
    They was looking for somebody.

    Now I live in the country.
    Nothing but cattle pastures around me.
    With Bulls in them.

    An emergency alert for a missing or endangered person is more effective the wider it's spread. You may consider it an inconvenience, but remember the purpose -- they're trying to save a life.
